Diplomatic appointments for June
Ruth Archibald will serve as High Commissioner to Barbados, with concurrent accreditation to the Commonwealth of Dominica and Saint Vincent and the Grenadines. The appointment was confirmed on June 20, one of 12 assignments announced by the Department of Foreign Affairs and International Trade this month.
Archibald, currently high commissioner to the Republic of South Africa, served as Canada’s high commissioner in Colombo from 1998 to 2002. She has held the positions of director, Migration, Population and Refugees Division; director general, Global and Human Issues Bureau; and senior coordinator, International Crime and Terrorism. She succeeds David Marshall.
Mackenzie Clugston becomes Ambassador to the Republic of Indonesia, with concurrent accreditation to the Democratic Republic of Timor-Leste. In 2001, he served as consul general in Osaka and, in 2003, became minister and deputy head of mission in Tokyo. In Ottawa, he has held assignments with the Southern Africa Task Force, the International Financial and Investment Affairs Division, the United States Trade and Economic Policy Division, and the International Economic Relations Division. He succeeds John Holmes.
Daniel Costello was named Ambassador to the Republic of Poland. A former director of policy and research in the Office of the Prime Minister, Costello has taught as well as at the University of Ottawa. Within the department he has served as director general for intergovernmental relations and domestic outreach, and most recently in the Bilateral Relations Branch as director general for the European Union, North and West Europe. He succeeds David Preston.
Adèle Dion becomes High Commissioner to the Republic of South Africa. She has served abroad in Moscow, London and Washington, D.C and, in 2001, was appointed ambassador to the Republic of Finland. She is currently director general of the Human Rights and Democracy Bureau and also serves as senior Arctic official representing the Government of Canada at the Arctic Council. She succeeds Ruth Archibald.
Todd Kuiack becomes Ambassador to the Dominican Republic. Kuiack has served abroad in Mexico, Chile and Cuba. He recently took on the role of senior adviser to the assistant deputy minister of human resources, with responsibility for communications and addressing the issue of spousal employment. He succeeds Patricia Fortier.
Robert Orr becomes High Commissioner to the United Republic of Tanzania, with concurrent accreditation to the Republic of Seychelles and the Union of the Comoros. Orr has served in Abidjan, Colombo, Damascus, Nairobi and twice in London. He is currently minister (immigration) at Canada’s High Commission in London. He succeeds Janet Siddall.
Valerie Raymond becomes Ambassador to the Czech Republic. Raymond has served as high commissioner to New Zealand. From 2002 to 2005, she served as high commissioner to Sri Lanka, leading the High Commission’s response to the Indian Ocean tsunami of December 2004. She is currently director general of the Canadian Foreign Service Institute. She succeeds Michael Calcott.
Philippe Beaulne becomes Ambassador to Romania, with concurrent accreditation to the Republic of Bulgaria, and High Commissioner to the Republic of Cyprus. Beaulne has served in Port-au-Prince (twice), Paris and Dakar. In 2001, he was appointed ambassador to Guinea, with concurrent accreditation to Sierra Leone. He has been director of the Francophonie Affairs Division since 2005 and played a major role in organizing and delivering the Francophonie Summit held in October 2008 in the city of Quebec. He succeeds Marta Moszczenska.
Stephen Hallihan becomes High Commissioner to Jamaica, with concurrent accreditation to the Commonwealth of the Bahamas. Hallihan joined the Canadian Forces in 1972 and held various command and staff appointments, including a tour as a peacekeeper in Cyprus and extensive service on NATO assignments in Europe. In 1983, he joined CIDA and held a series of program planning and management positions, including field postings in Malawi and South Africa. He is currently director general of the Afghanistan Task Force in the Privy Council Office.He succeeds Denis Kingsley.
John Hannaford becomes Ambassador to the Kingdom of Norway. Hannaford has served abroad in Washington. He has served in a number of legal and trade policy positions, such as deputy director of the Trade Law Bureau and director of the United Nations, Human Rights and Economic Law Division. He succeeds Jillian Stirk.
Marvin Hildebrand becomes Consul General in Mumbai, Republic of India. Since 2005, he has served as lead market-access negotiator in free trade agreement (FTA) negotiations with South Korea and several other countries, and recently served as chief negotiator for the Canada-Jordan FTA negotiations. He succeeds Gary Luton.
Ron Hoffmann becomes Ambassador to the Kingdom of Thailand. He has served abroad in The Hague, Johannesburg, Beijing and London. From 2001 to 2002, he served as senior departmental assistant to former foreign affairs ministers John Manley and Bill Graham. He is currently ambassador to Afghanistan. He succeeds David Sproule.
